The First Deputy Speaker of Parliament and MP for Bekwai, Joseph Osei Owusu, widely known as Joe Wise has overruled the Minority in Parliament’s motion seeking to overturn the 2022 Budget approval on Tuesday.
The Majority on Tuesday approved the 2022 Budget Statement and Economic Policy after setting aside the rejection of the same budget by the Minority on Friday.
Following these events, the minority in an attempt to nullify the approval by the Majority, filed a motion to that effect on Wednesday.
After a heated debate and deliberations in the House during Wednesday’s sitting, First Deputy Speaker in his ruling justified the approval of the budget which happened on Tuesday by the majority.
He explained that a Deputy Speaker could not be described as a Speaker hence, arguments being made against the number of MPs in the chamber as of the time of the approval of the budget could not hold.
“I am a member of Parliament, the Second Deputy Speaker is a Member of Parliament. Our work is to assist the Speaker. Any attempt to read and interpret the constitution to include Deputy Speakers is a misreading of the constitution”, he noted.
“When the Speaker is not around either of us can preside so like any other member. That member does not lose his right of being a member of the House.”
He therefore ruled that the approval of the budget statement by Parliament on Tuesday November 30 was constitutional. To that end, a motion by the Minority to reject the approval was rejected.
