Bawku Central MP, Mahama Ayariga urges Parliament to reject EC’s plans of using Ghana card and passport as identification

The Member of Parliament for Bawku Central, Mahama Ayariga, is rallying MPs in the country to reject the Electoral Commission’s move to make the Passports and Ghana Card, the only forms of identification for the new voters’ register.

Mr. Ayariga in a notice of motion filed under Order 78 of the standing orders of the House wants Parliament to dismiss the EC’s request for those amendments to be made to the laws governing elections in the country.

Expected to be debated in the coming days, the motion which is in the possession of ABC News reads “That this Parliament rejects the Public Election (Registration of Voters) (Amendments) Regulations, 2020 (C.I. 126) pursuant to Article 11 (7) (c) of the Constitution of Ghana 1992.”

The EC has presented before the House, the Public Election (Amendment) regulation, 2020 (C.I. 126) to Parliament to amend C.I 91 to change the identification requirements passed in 2016.

The Constitutional Instrument for a new voter’s register has been relaid on several occasions due to various defects, which prompted the Minority Leader, Haruna Iddrisu to question the commitment and competence of the Chairperson of the EC, Jean Mensa.

Some members of the Subsidiary Legislation Committee of Parliament tasked with deliberating on the CI, have also pointed out that the difficulties in laying the instrument are due to the defects in it.

Per the Constitutional Instrument that was first laid before Parliament, “a person who applies for registration as a voter shall provide as evidence of identification one of the following: a passport, a national identification card, or one voter registration identification guarantee form as set out in Form one of the schedule that has been completed and signed by two registered voters.”

Aside from the Ghana Card or passport being the means of identity before registering for the voters’ register, persons who have already been captured in the new roll can guarantee for others to register.
